Post Prospective global conquerors
I tried to make a list of prospective global conquerors other than extraterrestrials and Axis affiliates.

Feel free to mention examples from prose. For comic books or comic strips, try to restrict it to the early "Golden Age".

Dr. Satan most definitely, as every other line out of his mouth was: "My army, of remote control robots, will takeoverdaworld."

The Crimson Ghost and (I believe) the Black Tiger also fall into this category. And let's not forget Lo Pan, people!

He already did ... as an extraterrestrial, although .... was Ming meant to be a yellow peril referent (based on the fu manchu-style goattee he sported in both the big-little books and how Charles Middleton was dressed) or was he supposed to be an axis powers mutt.
